Wet hire is machine plus operator — you book a job done, not a piece of equipment. Dry hire is the machine alone, and you (or your own licensed operator) run it. For most residential and small commercial sites, wet hire is the simpler option: you're not carrying the insurance, licensing, or liability of operating a tracked machine yourself, and you get someone who works this specific machine regularly rather than a general operator.
